Dr. Gabriel Cavazos Villanueva is a legal counsel in international law and foreign investment with Monarch Global Consulting in Mexico.

Before joining Monarch, he was retained as an expert witness in cases dealing with International and Mexican law in civil and criminal trials in the United States. Appointed by the Governments of Mexico and the USA as a Panelist (arbitrator) in the NAFTA Chapter XIX dispute settlement mechanism for anti-dumping and countervailing duty matters, in which has served on different controversies between Canada and the USA, and Mexico and the USA. He has participated, with a group of Mexican jurists, as amicus curiae in a case before the United States Supreme Court. He is also the legal counsel for the Council for the Development of the Software Industry in the State of Nuevo Leon. He has worked in all three branches of government and in the Legislative Power of Mexico. Inter alia, he has been an advisor with the Mexican Senate (1994-1996); Head of the Legal Unit of the Delegation of the Secretariat of Social Development in the State of Nuevo Leon (1997-1998); Head Legal Counsel with the Secretariat of Economic Development of the State of Nuevo Leon (2004-2006).He worked with the Tecnológico de Monterrey (ITESM) from 1997 to 2018 where he was a professor of Law and Dean
